The project contributes to the improvement of social protection coverage and adequacy in Viet Nam, through the creation of a true multi-tiered social protection system, designed along a life-cycle approach which leaves no one behind. The project aims to address key issues faced by the Vietnamese social protection system today, including its low coverage rates, the low adequacy of many of its benefits, and the greater challenges in accessing social protection faced by specific vulnerable groups of the population, such as persons with disabilities and persons of ethnic minorities. The project follows a systematic logic to the design and implementation of its activities, with each area of intervention broadly shaped around three axes of intervention: 1) Technical support and strengthening of evidence-based knowledge; 2) National dialogues including all relevant stakeholders (including social partners); 3) Communication and awareness raising. The project builds on the results, best practices and lessons learned from previous and ongoing projects in social protection in Viet Nam. Throughout its interventions, the project will continue to have an embedded, gender angle, and will promote and support social dialogue at all stages of its interventions.SDG
