Description

This project is part of the UN initiative ‘Global Accelerator on Jobs and Social Protection for Just Transitions’. The project supports governments and social partners to implement the Global Accelerator, contributing to the creation of decent and productive jobs and the extension of social protection coverage. The final beneficiaries are workers in the informal economy and their families. The Global Accelerator Technical Support Facility provides technical assistance for the inception phase of the Global Accelerator, which is aligned with the initiative's three pillars: integrated national strategies and policies, increased funding, and enhanced multilateral cooperation. The intervention strategy is based on technical support for developing the Global Accelerator’s national roadmap, establishing strategic partnerships to increase fiscal space to invest in universal social protection and decent jobs, and strengthening the capacity of national institutions to design and implement integrated strategies and policies on employment, social protection and just transitions. The project supports the development of the Global Accelerator roadmap, in particular by facilitating an inclusive dialogue between government institutions, social partners and civil society; assessing the ex-ante impact of several social policy and investment scenarios on job creation, formalisation and the extension of social protection, using the ILO's ‘Structural Model for Sustainable Development’; supporting the design of the accelerator's implementation in one of the priority sectors; organizing three participatory workshops to consult, diagnose, prioritise and validate national priorities as part of the development of the Global Accelerator roadmap and developing a national results and monitoring framework for the Global Accelerator to track the institutional changes generated by the Accelerator. It also contributes to the establishment of strategic partnerships to increase the investment in the creation of decent jobs and extension of social protection, in particular by facilitating partnerships between public development banks and the Government to identify development and investment projects that could be aligned with the Global Accelerator's roadmap and national financing strategy; as well as conducting a macroeconomic diagnosis for employment, social protection and just transitions in order to identify possible adjustments to budgetary and investment policies that could produce positive results on the creation of decent jobs, the formalization of informal jobs and enterprises, access to lifelong learning, the extension of social protection and green investments.
