The JP aims to strengthen the foundations of the Global Accelerator on Jobs and Social Protection for Just Transitions in Viet Nam by providing technical assistance to the Government and national stakeholders in the development of a national roadmap and preparation for the launch of the GA, including implementation and financing. In 2023, the Party Resolution No 42-NQ/TW issued by the Central Executive Committee of the Viet Nam Communist Party formalized the goal for Viet Nam to become a GA pathfinder country. The resolution emphasizes the importance of social investments to improve decent work opportunities and social protection, especially for disadvantaged and vulnerable groups (women, older workers, persons with disability, persons of ethnic minorities, informal workers). The UN System, led by the ILO, has been in close consultation with the MOLISA and other key stakeholders on supporting Viet Nam to become a pathfinder country of the GA and developing the detailed plan of action of the resolution, including the preparation of the GA roadmap in Viet Nam. Thematic issues of strategic relevance to jobs and social protection such as energy transition including the Just Energy Transition Partnership (JETP), care economy (as a consequence of the ageing society), digital transformation and platform economy, employment and enterprise formalization are considered in the consultations with national stakeholders as part of the JP. The expected key outputs of the Joint Programme are knowledge products (e.g., assessment of existing policies, identification of focused transitions, financing options), technical assistance to integrated policy instruments (e.g., revision of employment law, gender equality Law, new multi-dimensional poverty measurement) as well as technical support to national dialogues and capacities among government, employers’ and workers’ organizations and other stakeholders for the development of the GA roadmap in Viet Nam. This will be achieved through two GA engine room actions: (i) shifts across policy and regulatory frameworks; and (ii) capacity building.
