Strengthening jobs and social protection systems in response to green and demographic transitions in Viet Nam

Viet Nam is one of the five countries most vulnerable to climate change and the green transition presents significant labour market opportunities. While the transition has large potential to create jobs, it requires skills development and active labour market interventions for all workers, including vulnerable ones. Viet Nam is also one of the fastest aging countries in the world, has a social insurance (SI) system that requires significant reforms in order to meet the ambitious target of 60% coverage by 2030. Of the 11.9% of the population aged 60 or older in 2019 only around one third receive any kind of pension. Given high levels of informality, current SI coverage remains low, at around 36%. The Joint Programme supports Viet Nam in facing the challenges brought about by two megatrends: Aging transition and green transition. The aging challenge is acute, Viet Nam being one of the fastest aging countries in the world, while having low pension coverage, high exit rates of social insurance, and modest contribution of GDP to social assistance programs. While the green transformation brings employment opportunities, including formal employment, gender disparities persist. Career development support systems are not yet adapted to guide workers, including youth and women, to skills and labour market information needed for green jobs. Climate change further exacerbates risks facing vulnerable population groups directly and indirectly. The Programme aims (1) to enhance gender-responsive labour market measures for green transition, and (2) to strengthen gender-responsive social protection systems.
