Piloting the PEOPLE Service in Cambodia

Two pilots currently being designed in Siem Reap province

In Cambodia, two Single Window Services pilot are currently being designed in Siem Reap province, one in a urban district (Siem Reap city) and one in a rural district (still to be selected). The Single Window Service in Cambodia will be called the PEOPLE Service. PEOPLE stands for Promotion and Enhancement of People Livelihood and Equity.

A three-step methodology to design the PEOPLE Service

The design of the PEOPLE Service pilot follows a three-step methodology :

Step 1 - What is the social protection and employment situation ?

Social Protection and Employment have been assessed in the Siem Reap and Banteay Meanchey provinces in November and December 2011. The assessment serves as a baseline to design the integration of programs. It also aimed to select relevant districts for piloting the approach, based on the poverty rate, the presence of social protection programs and employment services, the political will etc.

Step 2 - How will the Single Window Service look like ?

The design of the PEOPLE Service is currently being conducted. It involved the stakeholders at national level and local level, through consultative meetings.

Step 3 - How will the Single Window Service be established and sustained ?

Once the stakeholders agree on the design, the implementation plan in conceived (operational and financial plan).
