Methodology of the design

The design of the PEOPLE Service was conducted between November 2011 and June 2012, based on:

  • an assessment of Social Protection programs and Employment services in Siem Reap and Banteay Meanchey provinces,
  • an analysis of best practices of Single Window Services around the world,
  • bilateral consultations and workshops at national and local level with line Government institutions, development partners, civil society organisations, social partners, 
  • an advisory and knowledge sharing mission from Samajik Suvidha Sangam (SSS), a coordinated social protection delivery mechanism coordinated by the Delhi Government.

 

The outputs of the design

The design report

The design report aims at :

  • assessing the feasibility of the PEOPLE service, 
  • identifying the pilot areas where it can be implemented first 
  • providing recommendation on the institutional design & linkages with social protection and employment service providers, on services to be offered to beneficiaries, on the communication and outreach strategy, on the information system and technologies, on the operational plan and the financial plan.
