Sub-Decree Concerning the Establishment of National Security Fund - Cambodia

Summary

This is a decree of March 2007 by which the Prime Minister of Cambodia established the National Social Security Fund (NSSF). Its mandate includes managing the social security system in accordance with the Law on Social Security, managing the investments of the NSSF, collecting contributions from its members and from employers and providing financial support to its members in case of old age, disability, death, labor risk, motherhood, illness etc. In 2002, « The Law on Social Security Schemes for Persons Defined by the Provisions of the Labor Law » gave private sector's workers a right to social benefits for working accidents, disability, old age and retirement (for war veterans). According to this law, its provisions cannot be implemented until the NSSF signs the corresponding applicatory decrees. As far, the NSSF has signed the applicatory decree on work accidents - the decree was signed in 2007 and entered into force in 2008. The corresponding branch on work accidents within the NSSF has been functioning since the beginning of 2009. As for the decrees on health insurance and retirement, they will probably be signed in 2010-2011.
