Managing Risk and Vulnerability in Cambodia

Summary

In post-conflict Cambodia, the problems of risk and vulnerability are pervasiveand are compounded by the weakness of available safety nets.This report attempts to provide an analytical and strategic basis for addressingthese issues, taking into account changing country needs as well as the social protectionactivities being undertaken by the Royal Government of Cambodia (RGC) and itspartners. Specifically, this study: (i) takes stock of existing knowledge on risk andvulnerability in Cambodia; (ii) examines coping strategies employed by the poor andvulnerable to deal with risk and dampen the effects of shocks; (iii) reviews existing socialprotection mechanisms; and (iv) lays out priority areas and a proposed agenda for supportby the World Bank and other partners in the social protection sector.
