In this report, six objectives for the development of an initial welfare system until 2012 and six objectives for the development of the developmental social welfare system until 2020 are established.

Six major policy recommendations are explained into detail, such as:

1. The old get cared
2. The sick get cured
3. Learners get taught
4. Workers get paid
5. Inhabitants get accommodated
6. The poor get assisted
