UNDP Viet Nam Policy Dialogue Paper 2005/01. Beyond HEPR: A framework for an integrated national system of social security in Viet Nam

This paper analyses key social security issues in Viet Nam and proposes a conceptual framework for the
development of an integrated national social security system. The main objective is to consider how specific
components of the existing National Targeted Programme on Hunger Eradication and Poverty Reduction (NTP) could
evolve or be incorporated with existing formal sector social security programmes to form an integrated national
system. Key institutional, fiscal and macroeconomic prerequisites to the development of a national social security
system are discussed. The analysis draws heavily on international experience and is not intended as a programmatic
blueprint, but rather as an exploration of key issues requiring further research.
