Resumen

This paper describes the conceptual framework of The STEP programme relating to the fight against exclusion from social protection in health. Then, it proposes an original definition and characterisation of this exclusion. It also provides an in-depth analysis of its most frequent causes. Lastly, it reviews possible solutions to this problem taking into account its various dimensions.
