UNPAF

1.  What is the UNPAF?

UNPAF(United Nations Partnership Framework) is a partnership framework to guide strategic and focused UN interventions in Thailand which is based on the provision of UN support to national efforts, where needed and requested, and on sharing Thai experiences and knowledge with the global UN network.
 
Moving beyond the traditional donor-recipient relation, the UN engages with the RTG in a mutually beneficial relationship based on exchanges of knowledge and experience, linking the global to the local and vice-versa. To reflect this new strategic approach, the framework is called the United Nations Partnership Framework (UNPAF) instead of the traditional title of UNDAF (United Nations Assistance Framework).
 
The current UNPAF(2007-2011) has five key areas of cooperation as follows.
1. Access to quality social services and protection;
2. Decentralization and provincial/local governance;
3. Access to comprehensive HIV prevention, treatment, care, and support;
4. Environment and natural resources management; and
5. Global partnership for development – Thailand’s contribution.

2. What have been done to make a next UNPAF(2012-2016)?
 
UNCT(United Nations Country Team in Thailand) has been proceeding to make a next UNPAF(2012-2016) through multiple organizations (eg. UNPAF Steering Committee) and diverse meetings (eg. UNPAF Strategic Planning Workshop) including Non-Govt partners as well as the RTG.
 
Under the development of a next UNPAF three broad priority areas were selected for a focused joint action for the next 5 years which are “Climate Change”, “Global Partnership” and “Social and Economic Reform for Equities and Empowerment (SEE)”. “SPF Joint Team”, as one of the thematic working groups in UNCT, has been contributing to provide “policy directions of social protection” for the SEE.
 
 
3. What will be done for a next UNPAF(2012-2017)?
 
Once “Results framework” and “Action plan” are made within 2010 through the works of the join teams for the 3 priority areas, it is expected that a next UNPAF will be come up with around May 2011 after drafting and finalizing phases.
