Description

The joint programme is contributing towards ensuring that public policies and guidelines on social protection, decent jobs, skill development and agriculture commercialization are being reviewed, costed, gender responsive and transitioned towards implementation to enhance job creation opportunities for the youth, women and other marginalised populations. As the agricultural sector is the main employer of Malawi’s working population, the sector has high potential for job creation and social protection extension and comprehensiveness to enhance productive and sustainable livelihoods. The sector requires strengthening public and private institutions, including local government to enhance policy coherence, planning, effective implementation and monitoring of employment creation and social protection in line with aspirations of Malawi Vision 2063. The joint programme is positively impacting an estimated 5,000 direct beneficiaries (including the youth, women and persons with disability, and other vulnerable groups) who are accessing job opportunities and social protection coverage through enhanced productivity, along the agriculture value chains. It is estimated that the joint programme interventions are reaching approximately 12 million indirect beneficiaries broken down as follows: 3.1 million smallholder families (Malawi CCARDESA.org) through capacity building of agriculture cooperatives. Further, the joint programme interventions on curriculum development for secondary school is facilitating school to work transition for secondary school/ Technical, Entrepreneurial, Vocational and Education Training (TEVET) institutions graduates and increase work opportunities for informal sector potentially impacting approximately a total Labour force of 7 million (2013 Labour Force). The successful implementation of interventions to promote linkages between agrifood systems and social protection is influencing the design features of social protection programmes (funded and delivered by relevant government Ministries, The World Bank and Kreditanstalt für Wiederaufbau (KfW), resulting in indirect beneficiaries estimated at 600,000 household recipients of the Social Cash Transfer Programme and Climate Smart Public Works and 1.3 million Affordable Input Programme (AIP) recipient households. The joint programme results are contributing towards the achievement of SDG: 1, 2, 4, 5 and 8. The joint programme is also aligned with the core action No.1 through enhancing integrated policy solutions to accelerate the Sustainable Development Goals (SDGs); core action No. 2 by strengthening the capacity of government, private sector and social partners to effectively engage in the design and implementation of strategies for employment and social protection; and core action No. 3 by supporting establishment of financing partnerships with government, private sector and development partners thereby promoting investment in job creation and social protection. The three (03) key outcomes of the joint programme include 1) enhancing job creation opportunities through implementation of integrated and inclusive policies and guidelines on social protection, decent jobs, skills development and agriculture commercialization in a gender responsive manner, 2) the programme is also contributing towards improving and equipping social protection system at national and sub-national level to implement integrated policy packages to enhance coverage, 3) the programme is further contributing towards strengthening the capacity of Government Ministries, Department and Agencies, private sector, employers’ organizations, workers’ organisations, Civil Society Organizations (CSOs), Women led, and Youth led movements to collectively promote job creation and social protection extension.
