Typhoon Yagi, the severely destructive storm striking Viet Nam in September 2024 devastated 24 northern provinces, with 11 provinces - home to high poverty rates and large ethnic minority populations - most severely affected. Vulnerable groups, including women, children, and ethnic minorities, faced disproportionate losses to homes, livelihoods, and essential services. The UN, through the ILO, led the Employment, Livelihoods, and Social Protection (ELSP) sector assessment under the Viet Nam Multi-Sector Assessment (VMSA) for Typhoon Yagi Recovery, launched in December 2024. The storm flooded or damaged over 72,000 homes, destroyed key infrastructure including 592 schools and 82 healthcare centers, and severely disrupted community livelihoods and services. Between September and December 2024, ILO Viet Nam, in partnership with UN agencies, the Viet Nam Cooperative Alliance, and the Institute of Science Technology and Environment (INOSTE), conducted rapid assessments in key provinces (Yen Bai, Lao Cai, Thai Nguyen, Phu Tho, Cao Bang, Quang Ninh). With regional and Geneva office support, the ILO delivered initial Cash-for-Work assistance to affected cooperatives in Yen Bai and Thai Nguyen. Building on these efforts, the project supports the Government of Viet Nam and its social partners in revitalizing employment and social protection in the recovery phase, with potential scale-up to additional provinces. The project applies a phased, two-pronged approach (1) Cash-for-Work (Short-term): Restore essential infrastructure and local employment services using employment-intensive methods. This intervention creates immediate jobs, enhances skills, promotes decent work, and strengthens community resilience and (2) Social Protection (Medium-term): Promote social protection’s role in early recovery while assessing the responsiveness and impact of existing social protection schemes in Cash-for-Work areas.SDG
