Description
The proposed project, ‘Implementation of Employment Injury Scheme Pilot (EIS-Pilot) in Bangladesh (Phase-2)’, is the continued collaboration between the Embassy of the Kingdom of the Netherlands in Dhaka and the International Labour Organization (ILO) in Bangladesh. Phase-1 started in August 2021 and ends on 30 September 2023. There was a bridging period between Phase I and Phase II funded by the same donor during October 2023-May 2024. In addition, the Government of Canada through Global Affairs Canada (GAC) is co-funding the interventions through Advancing Decent Work project, ILO CO Dhaka April 2024-Dec 2028. EIS Pilot provides an opportunity for Government of Bangladesh (GoB) and Employers to enhance their trade competitiveness by showing their compliance with international standards in manufacturing sector. This project aims to support the political willingness of the GoB and social partners to adopt a national Employment Injury Insurance (EII) scheme in line with ILO Employment Injury Benefits Convention, 1964 (No. 121) and to build capacity of the public institutions required for its implementation. The project will build on the achievements made in Phase-1 where a detailed framework for Employment Injury Scheme Pilot was developed to cover all four (4) million workers in export oriented RMG (Ready Made Garment) Sector. This project intends to support the adoption of a national and institutional legal framework and the establishment of the new public administration capacity. This will implement the top-up compensation for the EIS-Pilot and extend coverage gradually to wage earners in Bangladesh, starting with workers of the ready-made-garments sector and gradually extending to workers in other economic sectors. Phase-2 of the EIS-Pilot Project will focus on the following three outcomes to ensure that women and men workers and their families are protected from loss of income due to work-related injury, and employers are protected from financial and reputational loss: Outcome-1: EIS-Pilot is operationalized; Outcome-2: System of ‘Occupational Medicine’ improved, and Outcome-3: National Employment Injury Benefits system designed The Project management system and implementation arrangements established during Phase-1 will continue for Phase-2. ILO Technical Experts in Geneva will continue to ensure overall coordination and provide close technical and policy support in taking forward this initiative. GIZ’s Social Protection Project will continue to collaborate with ILO – to jointly support national partners for implementation of EIS-Pilot and beyond. EIS-Pilot will continue to collaborate with other ILO Projects in RMG sector.SDG
