It is essential to take into account the various interests which should be represented in the administration of social security systems, and particularly those of the persons protected. Where the administration is not entrusted to an institution regulated by the public authorities or to a government department responsible to a legislature, the representatives of the persons protected must participate in its management or be associated therewith in a consultative capacity. Moreover, national laws or regulations may envisage the participation of representatives of employers and of the public authorities.
