The right of appeal in case of refusal of the benefit or complaint as to its quality or quantity is a principle recognized by Convention No. 102 and the Conventions adopted thereafter. However, the instruments do not specify the channels of appeal which must be made available. According to current interpretation, the matter must be determined by an authority that is independent of the administrative authority which made the first decision. The mere right to request reexamination of the matter by this authority is not sufficient to constitute an appeal procedure.
