Two main milestones have been identified for the institutional arrangement stream:

  • the adoption of a legal framework
  • the settlement of the offices in communes and districts

 

Milestone 1: A legal framework is adopted

The first step for the implementation of offices at Commune and District level is to ensure their legal existence. As the SSDM will ensure coordination between all the stakeholders of social protection and employment services, it has to be legally enforced in its position.

Key activities of the project team under that milestone:

  • Assessment of the existing legislation regarding the D&D reform and SP in Cambodia
  • Assessment on what is required to fully install the SSDM as the coordination body for SP and employment services, based on the OWSO experience in Cambodia
  • Support on the redaction of the required legal instruments (Prakas)

MoUs have been signed between the two pilot districts and CARD (responsible for the project at national level) regarding the implementation of the mechanism as a pilot. To download the MoU between CARD and Angkor Chum (in Khmer), click here, for the MoU between CARD and Sreisnam (in Khmer), click here.

The Ministry of Interior has issue a Prakas for the official announcment of the mechanism in the two pilot districts. To download the Prakas (in Khmer), click here.

 

Milestone 2: Offices are settled in Communes & District

In parallel of the establishment of the legal framework is adopted, the offices need to be settled. Those physical implantations must allow the realisation of SSDM activities and in particular the physical reception of the peoples. Therefore, it has to be equipped with a reception area that allow to respect the confidentiality required for SP data. One storage room is also necessary for the archives of the SSDM.

Key activities of the project team under that milestone:

  • Assessment of the requirement to operate SSDM (number of rooms, furniture for the front desk, for the reception area, office equipment, and so on)
  • Elaboration of an opening check-list and a pattern of retro-plan
  • Following on the progress and support if needed

All those activities are to be realized during the months of September and October.
