three milestones have been identified for the HR stream:
- the description of the positions
- the selection / nomination of the SSDM members
- the capacity building
Milestone 1: Each position is fully described
The description of the detailed processes should give a full picture of the actions that are expected at each level of the SSDM mechanism. Based on these actions, the idea is to describe the tasks that will be assigned to each member of the SSDM mechanism. In particular, it will provides the description of the SSDM assistant position at both District and Commune levels.
Key activities:
- Grouping of the activities to identify the underlying required capacities
- Cross-analysis of the expected capacities and the actual capacities of each stakeholder / level of SNA

Milestone 2: Team member are selected/nominated
That step is not focused only on the SSDM assistants but also concerns each stakeholder that has a role to play the mechanism. Depending on the context, in can be a nomination (SSDM assistant for example), a selection or simply the addition of the SSDM activities to an existing position (de-concentrated offices for example).
Key activities:
- Base on the position description, launch a recruitment mechanism
- Identify the most appropriate position in de-concentrated offices to accomplish SSDM activities
- Provide an official nomination for SSDM activities and an amount of time dedicated to those activities in each stakeholder
- Recruit the SSDM assistants (six persons for the pilot)
Milestone 3: Skills of the team are build up
Once the persons who will work on the SSDM are identified then began the training phase to ensure the maximum efficiency and required quality in delivering SDM activities.
Key activities:
- Assessment of team capacity
- Design of the training programme
- Development of the training materials (support, exercises, etc.)
- Delivery of the training
