Enrolment of stakeholders and awareness raising among the population are both key for the project.

The purpose of the SSDM is to get all stakeholders of SP and employment policies in the same mechanism, still a big bang strategy seems likely to fail due to the lack of experience of the SSDM team. A progressive enrolment of the stakeholders seems much more appropriate, nevertheless, the way to enrol all of them has to be planed from the begging.

Regarding the population living on the area of the pilot, the communication aims at providing awareness on the mechanism for SP and employment, encouraging the people to come to the village representatives / to the Commune office. In addition to the SSDM services, the communication should also contribute to educate people on SP and its benefits.

Four key milestones have been identified for that stream:

  • Identification of all stakeholders 
  • Information sessions with stakeholders
  • Design of the enrolment strategy
  • Communication to the people

 

Milestone 1: Mapping of all actors is done 

First of all, it is important to get a fully documented picture of the SP and employment programmes happening in the pilot area. The assessment matrix is a good start that need to be completed with information such as the targeting mechanism used, the exact period of application and so on.

Key activities:

  • Finalisation of the SP and employment mapping
  • Internal identification of the priorities for the SSDM (design of groups)

 

Milestone 2: Information sessions are made for stakeholders

It will be necessary to plan information sessions to ensure the understanding of the SSDM project among the service providers and other stakeholders. It could also be an opportunity to better understand their own drivers and to ensure the compliance of the SSDM with their needs in order to increase their willing to join in the SSDM.

Key activities:

  • Design information sessions and prepare the related material
  • Plan the sessions
  • Facilitation of the those sessions

 

Milestone 3: The enrolment strategy is co-designed with the local stakeholders

The conviction that a big bang approach is too risky for the SSDM leads to the need of designing an enrolment strategy  both ambitious and realistic. To mitigate the risk of failure at the beginning of the project, it seems accurate to start by the enrolment of the most committed stakeholders. At the same time, the starting package has to be consistent enough to demonstrate the coordination impact.

To ensure the acceptance of the SSDM framework for stakeholders, a co-design seems to be the more appropriate.

Key activities:

  • Internal identification of the SSDM minimum package to start with
  • Internal draft of the strategy
  • Workshop with the service providers to adjust the desired strategy

 

Milestone 4: Communication to the people is ensured

As it is designed to reach the people, a strong communication plan should accompany the SSDM implementation in order to ensure people awareness of that service. This communication will present SSDM functions and benefits from the entitlement in SP programs. Messages have to be very simple and as visual as possible.

Key activities:

  • Design of a communication plan
  • Development of the material for communication
  • Following of the impact and adjustment if needed
